  4. Formed in early 1970s as a personal security force for Arafat and other PLO

  8. According to press sources, in 1985 expanded operations to include terrorist 
  9. attacks against Israeli targets.  No confirmed terrorist activity outside 
  10. Israel and the occupied territories since September 1985, when it claimed 
  11. responsibility for killing three Israelis in Cyprus, an incident that was 
  12. followed by Israeli air raids on PLO bases in Tunisia.

  18. Based in Beirut before 1982.  Since then, dispersed in several Arab
